Read durable workspace changes

/public/v1/changes

Accepts any read scope; each returned resource is filtered by its own read scope. Decimal string cursors are commit-ordered per workspace. Keep until fixed while paging; persist next_cursor only after applying the page. Then omit until on the next poll. Versions and origin_credential_id help consumers prevent loops; equality/no-op checks remain required. Removed includes archive, merge and physical deletion, with ID-only data. Events before installation are not backfilled: obtain until, perform a complete paged scan, then consume changes after until. Scope expansion requires a new scan. This is a sync primitive, not a managed two-way provider connector.
